Instructions

- Add butter and mix until crumbly.
- Pour in milk and orange blossom water, and stir until combined.
- Turn dough onto a floured surface and knead gently.

- Place on a baking sheet and bake for 15-20 minutes.
- Whip cream with powdered sugar until peaks form.
- Assemble by layering shortcake, strawberries, and whipped cream.
