Instructions

  1. Preheat your oven to 375°F (190°C).
  2. In a bowl, mix flour, sugar, baking powder, and salt.
  3. Add cold butter and mix until crumbly.
  4. Pour in heavy cream and orange blossom water; stir until combined.
  5. Turn dough onto a floured surface; knead gently.
  6. Roll out to 1-inch thickness and cut into rounds.
  7. Place on a baking sheet and bake for 15-20 minutes.
  8. Let cool completely.
  9. Whip cream with powdered sugar until peaks form.
  10. Assemble by layering shortcakes, strawberries, and whipped cream.
